Dr. Anu Prasannan is presently working as Assistant Professor in Karnataka State Law University, Hubballi. She completed her B.A., LL.B.(Hons.) and LL.M. from Kerala University and was First Rank holder in LL.M with specialisation in Administrative Law. She was also awarded Cullen Law Prize for the highest percentage of marks in Administrative Law. She pursued her M.Phil.& PhD from Jawaharlal Nehru University, New Delhi and was awarded PhD on the topic “Implementation of the United Nations Convention on Disability: A Case Study of India” in 2012. Prior to joining Karnataka State Law University, she served as a Central Government employee under the aegis of the Ministry of Corporate Affairs. She has presented papers at National and International Seminars and was also awarded Best article awards in International Seminars and conferences. She has also several publications to her credit.

This book vividly portraits the unequal treatment faced by persons with disabilities. In most countries and ages, the visually disabled have been considered with few outstanding exceptions, as objects of charity, of pity, of contempt, even of cruelty. They are subjected to this unequal treatment forgetting that they are also entitled to all rights and safeguards bestowed in the Constitution of India. A comprehensive coverage of legislative and administrative measures for persons with disabilities emphasising need for inclusive education as enshrined in the United Nations Convention on the rights of persons with disabilities is also covered in the light of visually disabled in hubballi-dharwad in the state of Karnataka.
